Tennessee Sets Bold Course with First AI Action Plan

The Tennessee AI Advisory Council has officially released its first “Action Plan,” a strategic roadmap designed to guide the responsible adoption of artificial intelligence across state agencies. Submitted to Governor Bill Lee and legislative leaders, the plan focuses on four key pillars:

  1. Modernization & Pilots – Launching measurable AI pilot projects that improve service delivery and efficiency.
  2. Data & Compute Readiness – Building secure statewide infrastructure for safe AI experimentation.
  3. Workforce & Change Enablement – Advancing AI literacy, reskilling programs, and partnerships with education.
  4. Safety, Security & Accountability – Strengthening governance and risk management to protect Tennesseans’ data and trust.

This release follows a year of research and public meetings, moving the state from a phase of exploration to concrete implementation. Officials emphasized that the plan aims to balance innovation with public trust, ensuring that AI tools make government services faster and more efficient without compromising security or transparency. The Council will continue to monitor progress and provide annual updates through 2028.

Why this matters for The Knoxville AI Hub

Ultimately, the plan aims to position Tennessee as a national leader in responsible AI adoption. By proactively addressing infrastructure and workforce needs, the state intends to stimulate economic growth and support local businesses while modernizing the public sector. For local civic leaders and public agency employees, this plan signals the start of new operational standards and potential funding for AI pilot programs. For educators and businesses, the state’s focus on “workforce readiness” suggests new opportunities for training partnerships and curriculum development to align with these emerging state priorities.
